Recap meeting 11/8/2023
Commissioners Court was held in Marfa at Ten AM this past Wednesday. Here’s my recap-
The county Judge and all commissioners minus Brenda Bentley were in attendance. Commissioner Cabezuela is still hospitalized in Odessa but joined via Zoom.
I am going to try to figure out how to scan the agenda and post it here, but so far no luck.
Routine items: Line Item Transfers and budget amendments: several small ones, including a transferring of the County Judge’s health insurance cost line to travel and training costs for him. He does not receive health insurance from the County and will be traveling to meet with the federal government in Washington DC next week to try to impact funding and resources for the new port of entry facility in Presidio. Just over $8,000. We approved for the County Attorney to hire a Crime Victims Coordinator to be funded by grants, administered via his office.
We approved a contract in the amount of $1465.00 with the Regional Public Defender’s Office to act as insurance in case the County is involved in a criminal prosecution case such a capital murder case, which would exhaust our resources.
We approved the Judge and Commissioners to serve as the interim board of directors for the new Presidio County Water Control and Improvement District.
We appointed the Water Finance Exchange as interim manager of the Presidio County Water Control and Improvement District. We also directed the County attorney and financial team to assist the Water Finance Exchange and Board of the new entity in completing the tasks necessary to establish the District.
We appointed Malynda Richardson to the Presidio County Underground Water Conservation District.
We met in Executive Session to confer with attorney and discuss the new lawsuit brought by Barbara Baskin against Presidio County and Ruben Carrasco. We took no action once we returned to regular session.
Under comments and updates the Judge apprised us of his planned travels to meet with federal agencies in Washington DC. Including the GSA and USDA, Congressman Tony Gonzales.
I updated the court on discovering that Texas Local Govt Code Chapter 272.0001 does permit the County to donate park land to the city if there’s a compelling public interest and if the city continues to provide for that public good. No services need be exchanged in return. Also informed the court that Primo y Beebe will pay the Ruidosa Church celebration on Saturday. Thanked County attorney and Judge for participating in the Big Bend Democrats forum this past Saturday. Also thanks Chief Deputy Joel Nunez for this excellent participation on the border security panel.
